Zhang Pijun said that there are currently two types of potential "stuck neck" problems in my country: one is that if the supply of certain technical equipment is cut off, it may cause the steel production line to fail to operate normally; the other is that if the supply of some steel products is cut off, it may cause downstream The industry is not available. After the establishment of the Science and Technology Innovation Working Committee of the Iron and Steel Association, it focused on the technical shortcomings of the steel industry, sorted out the potential "stuck neck" problems, and discussed the key directions and modes of technological innovation breakthroughs. Through the application of literature surveys, questionnaire surveys, user surveys, and expert discussions, a comprehensive investigation and analysis of material shortcomings in the iron and steel industry have been carried out, relevant data have been obtained, and the work plan for making up the shortcomings has been determined through discussion.

Zhang Pijun first introduced the overall situation of my country's metallurgical equipment. He pointed out that my country's metallurgical equipment carries a steel industry production system with advanced technology, large scale, complete categories, and complete processes. The autonomy of metallurgical equipment has been greatly improved, and the localization rate of mechanical equipment by weight exceeds 95%. Such as 5,000 cubic meters of super large blast furnaces and 7 meters of large coke ovens in the iron-making process, 300-ton large-scale converters in the steel-making process, out-of-furnace refining technology and equipment represented by RH, and high-speed wire rods and high-speed bars in the rolling process. The technical equipment is domestically produced. "However, it is worth noting that there is still a gap between domestically produced equipment and the most advanced level abroad in terms of processing and manufacturing accuracy, operational reliability, and stability." At the same time, there are still metallurgical technology equipment and devices that still need to be imported in our country. In these fields, they have not gotten rid of the situation of relying on imports and insufficient independent capabilities. He said that these shortcomings are a sign of a country's industrialization level and capabilities, and the steel industry and related industries need to be resolved in collaboration.

Specifically, there are three main characteristics of steel short plate materials: one is the product that is in the research and development stage, which has a large gap with foreign countries, and it is difficult to realize the application in the short term; the other is that the development has been completed and has been verified by users, but The key varieties have not yet been truly applied; the third is the consistency and poor stability, which can not fully meet the needs of users and realize the substitution of imported varieties. This is the most short-board material variety.
From the perspective of data analysis, Zhang Pijun introduced: "The annual consumption of steel short plate materials is about 2.2 million tons, mainly special steel, which has the characteristics of small batches and multiple specifications.
Regarding the "stuck neck" situation, he believes that the main reasons are: first, path dependence, and the independent innovation ability of materials in the steel industry has not yet fully formed. The main path for the rapid technological advancement of my country's steel industry in the past 40 years is introduction-digestion and absorption-re-innovation. The original ability has not yet been fully formed. Due to the habit of following, the ability and concept of leading technology urgently need to be improved. The second is that the industry does not master the core technology, and the application feedback link is broken. In some areas, downstream companies do not master the design and manufacturing technology of core equipment and rely on complete sets of imports, which makes it impossible to establish feedback and improvement mechanisms between steel material producers and users. The third is the fragmentation of the innovation chain. The fundamental theory, scientific research, production, and application of steel materials have failed to establish a good closed loop, the innovation function positioning is unclear, and even a competitive relationship is formed. The internal production, education and research innovation chain of steel is fragmented; the steel industry and downstream users lack effective The cooperation mechanism has been separated from the downstream innovation chain; the steel industry’s insufficient technical innovation support for upstream suppliers has been separated from the upstream innovation chain.
"Vigorously carry out collaborative innovation, the problems encountered now cannot be solved independently by a single company or a single industry. They must be solved through close cooperation with upstream suppliers, downstream users, and horizontal production, education and research." Zhang Pijun gave a breakthrough from four perspectives. First of all, as a user, we should vigorously support equipment suppliers, especially the independent innovation of key single equipment, key hydraulic components, three-electric components, and basic industrial software. At the same time, you can also choose leading companies in various fields to establish a collaborative research mechanism, provide them with application scenarios, feedback application effects, and actively participate in functional design.
Secondly, as a supplier, it should establish an upstream and downstream collaborative innovation mechanism with important downstream users, open up the innovation chain of "demand-research and development-production-application-improvement", and form a virtuous circle of "first use-continuous improvement-iterative upgrade", and strive to Solve the problem of "stuck neck" of high-end materials from the source.
Next, in the face of cutting-edge technical issues in the steel industry, establish a collaborative innovation mechanism for close cooperation between government, industry, academia, and research. "This cycle will seize the two major themes of'low carbon and digitalization' and make strategic arrangements." Zhang Pijun pointed out.
Finally, in the face of the current common technical problems of the industry, such as environmental protection technology, expanding the application of steel in the construction industry, etc., it is necessary to give play to the role of industry associations, learn from the practice of the World Steel Association, set up common issues, and solve problems that are difficult for a single enterprise to solve.
